Wheeling council approves routine contracts, purchases and funding ordinances at June 17 meeting

The Wheeling City Council on June 17 approved a package of ordinances authorizing contracts, purchases and funding appropriations across multiple departments.
Among the adopted measures were procurement and contract ordinances authorizing the city manager to expend funds as follows (vendor — amount — funding source): Semper Fi Paving of Bridgeport, Ohio — $148,533.76 (CPDG) for 2025 street reconstruction; Atlas Environmental Management of Youngstown, Ohio — $39,600 (Water Pollution Control) for painting flood-damaged walls; Ferro Technologies Inc. of Lake Mary, Florida — $66,004.79 (RCIP and federal asset forfeiture) for a Focus Scor 100 laser scanner; Reclaim Company LLC of Fairmont, W.Va. — $498,000 (EPA grant and RCIP) for abatement at Clay School; ETCO of Lansing, Ohio — $193,000 (ARPA) for abatement and demolition contract 9; Miller Pipeline LLC of Indianapolis, Ind. — $160,235.70 (Water department) for services; and a consolidated group of chemical purchases for the water utility (multiple vendors and line items, ordinances consolidated for readings 7–15).
The council also authorized the design and temporary financing for sewerage system improvements via combined Waterworks and Sewerage System Bond Anticipation Notes, series 2025, in an aggregate principal amount of not more than $6,000,000 to finance design and construction work and related costs.
Other adopted items included procurement for polymer and chemical purchases for the Water Pollution Control Division, tank maintenance contracts for Mount Wood water tanks, a contract extension for exterior door and concrete pad at the Wheeling Police Department, and specified amounts for the Wheeling Symphony fireworks display.
Most of the procurement ordinances were adopted by voice vote with brief or no discussion; council members who spoke on contracts generally praised contractor performance on previous projects. The meeting records show the motions were moved and seconded and the mayor declared the ordinances approved.
