Council holds public hearing on CDBG fiscal 2025–26 action plan; budget includes Section 108 loan contribution

At a June 17 public hearing, Wheeling staff presented the Community Development Block Grant (CDBG) fiscal 2025–26 annual action plan and the five-year consolidated plan. The council held the hearing, heard staff explanations and closed the hearing after no public speakers signed up.
City Manager Mr. Herron described the entitlement as "a little bit over 1 point $1,000,000. It's under 1,200,000.0." He said the plan covers public service agencies and public projects carried in prior years and highlighted a planned contribution to a previously authorized Section 108 loan for work on the 1400 Block of Market Street. He noted the Section 108 loan had been approved by council months earlier though the loan had not yet been finalized.
No members of the public spoke at the hearing, and council closed the public-comment portion before returning to the regular meeting. The council did not adopt the plan at the hearing; staff presented the entitlement budget and stated how major items would be charged and anticipated to move forward.
