Council approves summer beer-and-wine permits for multiple Utica events; one application held for review

Resolutions approved at the meeting authorized beer-and-wine sales for BTS Catering's 2025 Summer Arts Festival at Munson (July 17–19), Valley View Golf Course's 39th annual MVCC golf tournament (Friday, June 30, 6 a.m. to 4 p.m.), and Dinkin' Dirt Distillery LLC for the Water Music New York/More Voices festival (Thursday, July 3, 1 p.m. to 10 p.m. at Harbor Point). The clerk introduced each proposed resolution and votes were recorded as adopted on the agenda.
A separate authorization for events sponsored by Wayne Brown (listed as "Baby Wayne Movements" / barbecue event) included multiple dates — July 11, August 11 and Sept. 11 — and prompted scheduling and enforcement questions. Council members asked staff to check dates and noted the police department had a role in reviewing the permit. Deputy Chief Noonan said he met with the event organizer and was awaiting the organizer's decision about pursuing a liquor license; that decision would determine how the council or staff proceed. Council moved to refer the item to committee and to coordinate with the clerk's office and the police department before final action.
Council members emphasized that events can proceed with permits even if organizers choose not to serve alcohol, but that permitting and timing must be coordinated. No special funding was associated with the resolutions; they are event-specific authorizations for on-site alcohol sales.
