Council approves consolidated community development and annual action plan amendments and multiple program appropriations

The Rochester City Council approved amendments to the Consolidated Community Development Plan and the 2025-26 annual action plan and appropriated funds for a suite of community development and housing programs, voting on a package of introductory items during its legislative session.
The council voted to authorize expenditures and agreements for programs that include economic development services, public integrity office leases, neighborhood commercial assistance, street liaison services, demolition, emergency assistance, lead hazard control, owner-occupant rehabilitation, foreclosure prevention, HOME program management, tenant-landlord services, aging-in-place projects, senior legal services and housing opportunities for persons with AIDS (HOPWA), among others.
Councilors moved the measures in a batch of introductory items (multiple introductory numbers). Most were adopted by voice vote with the presiding officer calling for "All in favor, please say aye" and the result recorded as "Motion carries." In one instance Council member Mitch Gruber identified a small discrepancy of about $5,000 between figures in the transmittal and the legislation and asked staff to follow up. "We'll double check our math," a staff response indicated.
The approvals also included authorizing substantial amendments for prior-year annual action plans and an allocation of City Development Fund program appropriations. Some items required roll-call votes; others were approved by voice vote. The items collectively implement federally funded programs and local housing initiatives that the city administers through Community Development Block Grant (CDBG), HOME and related funding sources.
Councilors did not add new policy conditions on these appropriations at the time of the vote, though they asked administration staff to confirm and correct clerical errors that appeared in attachment spreadsheets for one item. Several housing- and service-related programs approved are intended to continue ongoing assistance such as the Home Rochester program, lead remediation, and foreclosure prevention services.
The council also approved authorizations to submit the citizen participation plan amendment and to execute grant agreements tied to the Consolidated Community Development Plan and annual action plans.
Council members emphasized that clerical or transmittal discrepancies would be fixed administratively and that final grant agreements would reflect the corrected numbers before execution.
