Sunbury finance staff demos ClearGov budgeting tool to committee

Finance staff demonstrated the ClearGov budgeting platform during the Sunbury City Finance Committee meeting on June 18, saying the city has loaded personnel and operating data for the fiscal 2026 budget and is still working on capital budgeting.
The presenter said the ClearGov homepage is visible on the meeting screens and described the personnel module as containing “every employee’s input here, their wage, additional pay and benefits” so the city can “accurately see what we’re paying for each person and each department in each fund.”
The presenter showed scenario tools that can model staff changes and pay adjustments and demonstrated a test scenario for a $50,000 one-time adjustment and a separate bulk adjustment for a 3% cost-of-living increase. The presenter said the tool can create multiple forecast scenarios and produce reports the city can review.
Staff cautioned that the capital-budgeting portion has not yet been completed and that accounts may require further validation before inviting other users. “I don't necessarily have a lot of faith that all of the accounts and everything is in here the way I want it,” the presenter said, and added they plan to retain control for the “first go around” before inviting collaborators to view or edit.
Committee members asked whether nearby agencies had adopted the platform; the presenter said the local school district had mentioned Sunbury’s implementation in a meeting and was “trying to beat Sunbury to implementation.”
The presenter offered to show the software to committee members in person to review dashboards and forecasts, and said the city will continue configuring capital items before using ClearGov for full annual budget development.
The demonstration was informational only; committee members did not take formal action on ClearGov during the meeting.
