Wilmington council urges state ban on 287(g)-style immigration agreements

Wilmington City Council adopted a resolution supporting passage of House Bill 182, legislation that would prohibit state and local agencies from entering agreements with federal immigration enforcement analogous to 287(g) arrangements.
Sponsor Councilman Owens framed the resolution as a response to federal immigration enforcement tactics and said Representative Mark Gorman introduced HB182, which has co-sponsors representing Wilmington. “Representative Mark Gorman put forth a bill that will prohibit agencies of entering these type of agreements with the federal, immigration, under Department of Homeland Security, or ICE for short,” the sponsor said.
Council members asked whether the proposed state prohibition would apply to small municipal police departments and other entities. The sponsor said the bill would apply statewide to municipal police, county police, agency police including university police, probation and parole, and other state entities. Several council members requested to be added as cosponsors of the council resolution and to send letters to the bill sponsors urging passage.
The resolution was adopted by roll call: nine yays, four absent. The motion recorded council support for HB182 and asked that supportive letters be sent to lawmakers.
