The Wooster City Council on June 16 adopted Ordinance 2025-09 to rezone an 18-acre parcel west of Burbank Road to Planned Development, clearing the way for an 84-unit residential project by Weaver Custom Homes.

What passed: Ordinance 2025-09 was introduced and read by the clerk and adopted after debate. “This change in zoning would allow, for a developer, a local developer, Weaver Custom Homes, to proceed with plans to build an 84 unit development consisting of single and multifamily structures, a clubhouse, and a recreation area,” Councilmember Maisie Wharton said during the hearing. The ordinance passed by roll call vote; all voting members approved.
Project details and questions: During the meeting, a developer representative present in the chamber, identified as Mr. Stutzman, did not provide final price points when asked; council discussion noted that planned developments carry maintenance responsibilities — for example for private streets — that fall to the developer and property owners. A councilmember who has worked with Weaver described the company as “an outstanding partner in our community.”
Council action: Motion to adopt was made by Wharton and seconded by Mr. Abernathy. Roll call recorded yes votes from Mr. Abernathy, Mr. Myers, Miss Wharton, Mr. Malta, Mr. Jose and Mr. Gaffey; one council member was absent. The ordinance will allow the developer to proceed with site plans and permitting under PD standards.
