Council committee advances one-year risk management contract with three annual renewal options

The Wilmington City Council committee voted to move ordinance 25-21 out of committee after a staff presentation on a one-year contract with three one-year extension options for the city’s risk-management services.

Director Barnes, director of risk management, told the committee, “I just wanted to register my attendance, on the meeting and respectfully request that the council adopt this legislation.” Council member John McCoy asked why the contract uses single-year terms with extensions rather than a multi-year contract. “Each year, their performance is evaluated as they have been year after year,” Barnes replied, saying annual reviews and changes in management at vendor firms make annual renewals preferable. He added that the arrangement also requires vendors to agree, annually, to perform the services.

McCoy asked whether the renewal structure was cost-effective. Barnes said it helps budget preparation and “locks them in at a certain price for all 4 years,” calling the approach predictable and efficient. After discussion, President Congo asked for a motion; members moved and seconded, and the voice vote carried. The ordinance will be scheduled for a committee vote on Thursday, June 5.

Discussion vs. decision: the committee approved forwarding the ordinance for a committee vote but did not enact a final contract in the meeting. Staff described the contract structure and cited annual performance evaluations and budget predictability as the reasons for the one-year term with extensions. The committee provided no amendments and expressed no formal directions to staff beyond moving the ordinance forward.

The vote to move the ordinance out of committee was taken by voice and recorded as “motion carried.” No individual recorded roll-call tally was provided during the meeting.

The item will return to the committee for final consideration on the date announced at the meeting.
