The Cedar City Planning Commission voted to recommend removing the ordinance requirement that one planning commission seat be held by a City Council member and to delete text tying council-member terms to planning commission service.
Planning staff explained many Utah jurisdictions have removed a council member as a voting planning commissioner because of potential conflicts between the council’s legislative role and the quasi‑administrative responsibilities of planning commissioners, as well as Open and Public Meetings Act implications when councilors attend. Commissioners noted benefits of a council liaison but also heard that having a council member as a voting commissioner can create conflicting advice and procedural complications. Several commissioners said they value council participation but agreed the legal and procedural issues make the separation advisable.
A commissioner made a positive recommendation to amend the ordinance (items 6 and 7). The motion passed by voice vote and the recommendation will be forwarded to City Council for ordinance amendment and final action. The change would leave open the practice of assigning council liaisons to boards without making them voting members.
