The Cedar City Planning Commission voted to recommend ordinance changes to city bonding and inspection procedures for construction acceptance that bring local practice into compliance with state law. Staff said the city previously required a total surety equal to 110 percent (100 percent construction bond plus 10 percent warranty), holding the 10 percent warranty until one year after construction acceptance. State law now prohibits seeking the warranty bond prior to construction acceptance and also specifies inspection-timing rules.
Staff explained the amendments require written inspection requests and set a 15-calendar-day window for the city to respond, with enumerated exceptions tied to weather and other conditions specified in state statute. Commissioners moved and unanimously approved a positive recommendation for the two items (listed as items 4 and 5 on the agenda).
The changes are procedural and intended to align the city’s bonding and inspection practices with statutory limits; staff will draft final ordinance language for City Council review and adoption.
