City receives six bids for Martin Flatwell test well; low bidder from Tucson recommended for consent

City engineering staff reported bids for the Martin Flatwell test‑well drilling project at the June 18 work meeting and recommended moving the apparent low bid to the consent agenda for award. Jonathan Stathis told council the city received six bids; the low responsive bidder on the base bid and the base plus additive alternates was Mike's Drilling of Tucson, Arizona.
Stathis said the additive alternates include abandoning a previously drilled well and adding an NMR (nuclear magnetic resonance) logging run designed to identify whether water is coming from through‑formation seepage or discrete fractures in the sandstone. NMR logging, he said, helps the city identify fracture sources — information the consultant team views as important for locating reliable production zones.
Staff reported they had checked references, confirmed Utah well‑driller licensing and bonding requirements, and received satisfactory reference calls. Project cost estimates in the packet were higher than the apparent low bid; staff said the bids were within budget after a previously‑approved reallocation of some capital funds.
Council members asked about bidders’ experience drilling to depths of around 2,100 feet; staff said bidders had varied experience and that references confirmed deep drilling capability for the selected bidder. With no objections, council directed staff to place the bid award on consent for upcoming action, subject to standard bonding and contract requirements.
