Lindsay Dundas, commission counsel, told commissioners the Colorado Energy Office and Public Service evaluated responses to an RFI and proposed the five communities as eligible and prioritized communities. "CEO and public service then individually evaluated and scored the responses, combined those scores, and created a list of the top 5 communities," Dundas said.
