Matt Sullivan, assistant city administrator and city engineer, summarized the MOU as a three‑party agreement that sets parameters for traffic and safety review over a five‑year period. Sullivan said the Wisconsin DOT reviewed the developer’s traffic impact analysis and did not require immediate median improvements; the MOU establishes that if future review of annual accident data meets warrants agreed in the MOU, the developer would be required to fund median or access changes. Sullivan described the potential change as eliminating full access at the site’s driveway to prevent left‑out movements, leaving only left‑in, right‑in and right‑out movements if improvements are triggered.
Councilmembers asked about prior discussion of the median configuration and about a damaged streetlight in the median; staff said the city would follow up with the Department of Public Works about the light. The resolution was adopted on roll call; the MOU does not itself require immediate construction but sets the conditions under which developer‑funded improvements would be required and initiated by the city based on collision warrants.
