Council approves easement changes and infrastructure agreement for Oak Creek High School natatorium project

The Oak Creek Common Council adopted a package of actions on June 17, 2025, to clear and reestablish water‑main easements and approve a public infrastructure development agreement tied to the Oak Creek High School natatorium and ninth‑grade campus construction.

Brian Johnson, utility engineer, explained the need to divert an existing public water main that runs through what will be the natatorium site on Old Knights Way. He said the city will construct a new public water main for the project and that the southern half of the existing main will be released from public easement and become a private main serving the ninth‑grade campus and its fire hydrants. Johnson said the school district will perform the construction as part of its site work and that the project will return some segments from private to public status to complete a loop.

Johnson told the council the south portion of the existing main “will go back to being a private water main through there and that’ll serve the building for the ninth grade campus and their fire hydrants that they have in the parking lot.” He described a related easement that will take an east‑west main back into public ownership so the district can loop a water main north of the ninth‑grade campus and tie it into the line on the north side of the natatorium.

Matt Sullivan, assistant city administrator and city engineer, described the public infrastructure development agreement that formalizes responsibilities and cost allocation between the city and the Oak Creek‑Franklin Joint School District for design and construction of the needed public improvements at 340 East Pewds Road. He said the agreements are “very typical” and ensure the city’s interests are protected while the district proceeds with grading and underground utilities.

Council adopted: resolution 12598-061725 approving a partial termination and release of a 25‑foot water‑main easement; resolution 12599-061725 approving a 25‑foot water‑main easement (to return a main to public ownership and complete a loop); and resolution 12597-061725 approving the Oak Creek High School Natatorium Public Infrastructure Development Agreement. Councilmembers confirmed the construction and associated costs will be borne by the school district as part of the district’s phased site work and that the district intends to start demolition and underground work promptly.

The actions together facilitate relocating and looping water mains to accommodate the new natatorium and ninth‑grade campus; specific construction schedules and exact start dates were not provided at the meeting.
