South Russell Village engineers will expand the downstream stormwater scope for the Fairview-Hemlock culvert project after the county engineer requested additional analysis, and the council authorized the village to proceed toward bidding.
The engineer reported that the county requested an expanded study to size the replacement pipe properly and to assess downstream impacts, including properties and subdivisions that drain to the culvert. The additional scope is primarily a time extension rather than a significant dollar increase; the presenter said the extra work can be absorbed by staff with minimal added cost but will delay bid documents by a couple of weeks.
With the expanded study, the engineer told the council the village planned to advertise bids in July, with a fall-through-winter construction window and final grading and grass restoration in spring 2026, similar to previous culvert work done by the village. The council authorized the village to go to bid on the project.
Council discussed traffic impacts and detour routing during construction: the physical pipe installation was estimated to take about one to two weeks, with driveway and roadway impacts concentrated during that time; staff said advance notification to affected homes and geofencing via the village app and social media would be used to alert residents.
