Council approves intent to seek reimbursement for $52 million Safe Drinking Loan application

The Oak Creek Common Council adopted a resolution June 17, 2025, declaring the city’s official intent to reimburse expenditures from future borrowing proceeds as part of an application to Wisconsin’s Safe Drinking Water Loan Program for the water treatment plant rehabilitation project.
Brian Johnson, utility engineer, presented the request and said the city is applying for low-interest financing through the Department of Natural Resources’ program. “We’re requesting $52,000,000 to be financed and it’s 2.2% for 20 years,” Johnson said, adding that the loan is competitive and the city’s final allocation will depend on project ranking by the DNR.
Councilmembers asked whether the loan is a state program; staff confirmed it is administered by DNR. The resolution is a standard preliminary step required by the loan application to allow reimbursement of eligible project expenditures if the city receives the financing.
The council approved the resolution on roll call. Staff noted it is an application step and does not obligate the city to borrow if the loan is not awarded or if terms change; final borrowing documents and acceptance would return to the council if an award is offered.
