Council awards salt-storage building contract to CMG Contracting LLC and adopts emergency ordinance

South Russell Village Council voted to award the salt-storage building project to CMG Contracting LLC, adopted an ordinance to authorize the contract and declared an emergency to waive readings.

The village engineer and street committee reviewed three proposal packages; the streets committee favored CMG's proposal. CMG's bid included two concrete-slab options for the apron: a standard 6-inch slab or a more durable 8-inch slab. The engineer and committee recommended the 8-inch concrete around the building to accommodate heavy trucks and loaders. CMG also proposed a $20,000 electrical allowance to cover potential power work; the presenter said the project likely will require far less electrical work and the allowance would only be billed for what is used.

With the thicker concrete option and the electrical allowance included, the presenter stated the construction estimate was approximately $689,704 for the slab, building and electrical allowance. The council moved to award the project to CMG Contracting LLC subject to an acceptable contract between CMG and the village; an emergency declaration was made to waive readings and expedite contract execution. The ordinance to award the contract was voted and passed at the meeting.

Council discussion included timeline expectations: the contractor indicated construction likely would occur in the fall, and the project team recommended thicker slab and extra wings on the building to house equipment. The council did not adopt additional scope changes at the meeting; contract finalization was conditioned on an acceptable written agreement.
