Appropriations committee unanimously advances package including vehicle-lease, easement, liquor, flood-map and teacher-certification bills

The House Appropriations Committee unanimously voted to refer a five-bill package that includes House Bill 205, House Bill 553, House Bill 559, House Bill 1282 and House Bill 1404 to the full House.

The committee chair, Chairman Harris, called the package up and the committee executive director provided a brief overview of the bills. The overview said House Bill 205 would prohibit early-termination fees on leased vehicles when termination follows a medical recall of driving privileges by PennDOT; House Bill 553 would provide for easements and conveyances; House Bill 559 would amend the Liquor Code to create a new definition for previously unlicensed locations; House Bill 1282 would require counties and municipalities to notify affected property owners of changes to special flood-hazard-area maps created by FEMA; and House Bill 1404 would amend the Public School Code to revise teacher certification for second-career educators entering the profession.

A Republican committee member said, “From a policy standpoint, we may not agree with some of these bills from a purely fiscal standpoint. We see no no significant impacts to the Commonwealth. Republicans will be voting in the affirmative on this package of bills.” Chairman Harris then announced the package would be referred as a unanimous vote. No roll-call details beyond the committee’s unanimous referral were provided in the meeting record.

The package covers several policy areas affecting motorists, property owners, municipalities, the liquor industry and teacher certification pathways. The committee did not direct additional staff work or lay out implementation steps for these bills during the meeting.

The committee adjourned after completing the referral of the package.
