County outlines CDBG-DR program timeline and eligibility; action plan near public-comment close

Manatee County staff summarized the federal Community Development Block Grant-Disaster Recovery (CDBG-DR) process and timeline for allocating federal disaster recovery funds after the 2024 storms.
Michelle Davis, the county’s grants-administration manager, said the program — referred to in staff remarks as “Lasting Manatee” — must follow HUD mandates, including spending 70% of funds to benefit low- and moderate-income persons and dedicating at least 15% of funds to mitigation activities.
Davis said the county’s draft action plan was in a 30-day public-comment period and that county staff planned to present policies and procedures to the board on July 29 and submit the packet to HUD by Aug. 4. She told the meeting that HUD would then have 45 days to return the executed grant agreement, after which municipalities could pursue project-level eligibility reviews and contracting.
On total funding Davis said, “As you know, we've received $252,000,000 for CDBG-DR because of the three storms,” and later in the presentation she clarified that the county’s submission had more funding under consideration and that the figure in the draft documents had changed; she said “we're more at 1,600,000,000.0 at this point.” Both figures were stated during the briefing. The county said eligibility and exact project awards will be determined after the grant agreement is executed and income and damage thresholds are verified.
Davis said four funding buckets will guide programming: housing (repairs and rehabilitation), infrastructure (water and stormwater), economic revitalization and public services, with mitigation eligible within any bucket. She warned that federal procurement rules (Davis-Bacon wage rules and Buy America/Build America provisions) apply to infrastructure projects funded under the program.
Davis said staff will work with municipalities to screen project lists submitted earlier and to identify unmet needs after accounting for FEMA or other reimbursements. County staff projected project-level funding to begin in early 2026 after HUD returns the grant agreement and the county codes policies and procedures required under CDBG-DR.
