Chief Financial Officer Troy Clarkson reviewed the finance office team and said the city has allocated federal and county ARPA funds and retained about $4.3 million unspent for projects that remain in progress.
Clarkson described the finance team’s expanded capacity and said two grant‑writer positions are covered in his office; he noted the grant staff have already produced administrative reimbursement revenue to offset their cost. He also said the ARPA portfolio is tracked in detail and that, while more than $51.8 million was allocated, approximately $4.3 million remains unspent because projects are ongoing.
Near the close of the hearing, the committee took a formal procedural vote. The finance committee moved and seconded a motion "to recommend item 16, also known as appropriation order 1 through 7, to the full city council favorably" for Monday’s council meeting; the motion passed and the committee will forward the recommended appropriations to the full council for final action.
Clarkson and the mayor also said additional county ARPA funds that became available and shovel‑ready city projects make further allocations possible; they invited ward-level requests and said the administration will consider additional uses if funding remains.
