Vigo County reviews bid opening for Next Level Trails phase; DNR questions delay award

County staff reported on a bid opening for the next phase of a Next Level Trails grant that would extend segments from Llama to Eldridge, Canal to Interstate 70 and complete the Ray Park loop.
"It came in a little bit higher than we anticipated, but we're working through that," said Larry, a county staff member, after the commissioners invited him to discuss the bid opening. He said consultants are reviewing the bid documents and that the county forwarded materials to the City of Terre Haute for comment.
Larry said the apparent bidder was Milestone, the contractor that built an earlier section of the Riley Trail. He said county staff has been working with the Indiana Department of Natural Resources, which "had some questions about the the cost of the bid and then the miles of trails that we're building with that in conjunction with the award for that grant." Larry said DNR approval and the county's match requirement mean an award could be delayed by several weeks.
No formal award or contract authorization was made at the meeting; the commissioners heard the report and took no vote on awarding the contract. County staff said they hope construction could begin later this summer or in early fall if the outstanding questions are resolved and the grant award proceeds.
The commissioners' comments during the update referenced coordination with other resurfacing work in the county and the need to finalize the match and DNR sign-off before an award could be issued.
