Bel Air awards condominium refuse contract to Casella; contract piggybacks on Harford County agreement with corrected dates

The Bel Air Board of Town Commissioners on June 16 accepted Casella Waste Systems’ per‑unit pickup pricing for refuse and recycling collection at specified condominium communities and authorized a contract that relies on much of Harford County’s Service Contract No. 24‑0230.
Staff explained the town provides contracted refuse and recycling services where dumpsters are the practical collection method and that the town’s procurement rules permit piggybacking on other jurisdictions’ competitively bid contracts. The town’s per‑pickup price excludes the landfill/disposal (tipping) fee; that disposal cost is invoiced separately to the town and shown on disposal tickets. A staff member said, “While the county's cost per pickup includes the disposal service or tipping fee, the town's cost per pickup shall not include the tipping fee.”
The motion approved per‑unit prices of $13.07 for the period July 1, 2024–Dec. 31, 2024 and $13.85 for Jan. 1, 2025–June 30, 2025; the board amended the motion on the floor to correct the January–June 2025 date language and then approved the motion as amended. Staff said the contract term is three years with the option to extend for two additional one‑year periods and includes a 30‑day termination-for‑convenience clause. The Department of Public Works recommended acceptance; the board voted Aye (Commissioners Rutledge, Chismar, Taylor, Chance and Chair Eddy).
