Bel Air renews one-year lease for portable surveillance cameras to aid retail-theft investigations

The Bel Air Board of Town Commissioners approved a one‑year lease renewal on June 16 with Live View Technologies for a portable surveillance camera system (model D3 Live Unit) at a cost of $33,000. Police and staff said the cameras are used in retail parking lots to deter theft, capture vehicle registration and suspect descriptions, and support arrests.
“Throughout the year, the town of Bel Air and the region continues to experience an increase in retail thefts,” Chief Moore said in presenting the contract, and he described the system’s capabilities: high-resolution footage, infrared, zoom, and live streaming. Chief Moore said the system’s presence acts as a deterrent and that it also supports security coverage at town events. He added that “the LVT portable system remains in compliance with Maryland Public Safety Code concerning the use of captured license plate data.”
Staff said the FY2026 budget provides funding for the lease and that the contract will become active after July 1, 2025. The board voted Aye to approve the $33,000 lease (Commissioners Rutledge, Chismar, Taylor, Chance and Chair Eddy).
