On June 16 the Bel Air Board of Town Commissioners approved Resolution No. 12-53-25 to amend the town’s fee schedule to update the county system development fee that the town collects on behalf of Harford County.
Town staff explained the change is a county pass-through charge collected by the town for connections to the county sewer system. When asked whether the fee is discretionary, a staff member replied, “None. None whatsoever,” confirming the town does not set the fee rate and that it mirrors Harford County’s structure (charged per 30 fixture units or similar connection metrics).
The motion to approve Resolution No. 12-53-25 was made and seconded at the meeting; the board voted Aye (Commissioners Rutledge, Chismar, Taylor, Chance and Chair Eddy), and the amendment was approved. A separate public hearing on a related ordinance (cable franchise renewal) was opened and closed with no public comment earlier in the meeting.
