Commissioners continue decision on DPHHS earmarked alcohol-tax allocation to collect more provider data

The Ravalli County Board of County Commissioners continued a decision May 27 on the Department of Public Health and Human Services (DPHHS) designation of earmarked alcohol-tax money for fiscal year 2026, asking county staff to collect additional provider reports and referral information before making an award.
Staff said the department added STAR Services to the list of eligible providers last year and that STAR presented a report included in the meeting packet. Commissioners asked for the other providers’ quarterly numbers and for confirmation about referral sources: staff reported referrals come from justice, municipal and city courts, and that Western Montana Addiction Services and others have been referring clients to STAR when they are not providing certain ACT services.
Commissioners stressed the county must award the funds by July and requested staff to contact the other providers and local judges about referral processes and historic caseloads. The board offered two administrative options: continue to an administrative review date or handle the award administratively by an upcoming deadline; staff suggested a follow-up meeting on Thursday, May 29, at 9:30 a.m. to finalize the award.
No allocation percentage or final award was approved at the May 27 meeting. The board recorded a motion and vote to continue the item and to gather the requested financial and referral data before deciding.
