Kevin DeFrank, senior planner with the Development Services Department, told the West Palm Beach Planning Board on June 17 that the board’s review of code revision case 2506 — the proposed North Flagler Overlay District — was for discussion only and that no vote would be taken at the meeting. "For the subject case that's on tonight's agenda is just for discussion purposes only and no vote is required," DeFrank said.
The board and staff framed the draft overlay as an attempt to create predictable rules for new waterfront construction on the city’s north end, define setbacks and massing, and tie additional allowable height to infrastructure contributions rather than to workforce-housing incentives. "The intent of the development regulations for the proposed North Flagler Overlay District remains the same," DeFrank said, adding that the rules were intended "to create a place of common vision and physical predictability for new construction along the waterfront." Anna Maria Aponte, assistant director, described how staff calculated the infrastructure contribution and the engineering projects used in that estimate.
