The Recreation, Parks and Library Department presented a draft strategic plan on June 17 that sets multi‑year goals and action items for recreation, parks maintenance, library services, aquatics, cultural arts, and administration.
Director Ali Mancini (presenting) said the plan resulted from staff retreats and a consultant engagement with Knight Leadership Solutions. The department’s announced priorities include improving technology (vendor search to replace registration software), conducting cost‑recovery analyses across programs, prioritizing playground replacements and equipment with Measure A funds, modernizing some library furniture and HVAC, reopening the plunge and expanding lifeguard/water‑safety certifications, and implementing the recently adopted Cultural Arts Master Plan along with hiring a full‑time cultural arts coordinator.
Mancini said the department will implement KPIs and report progress to the Recreation & Parks Commission twice a year and to council annually; Baker Tilly completed a staffing analysis that will be brought back to council, likely on July 1. Council voted to approve receipt and filing of the plan by roll call.
