Commission postpones decision on Wrightsboro-area change of conditions as sewer, GDOT roundabout timelines conflict

The Columbia County Board of Commissioners postponed a request to change conditions on a rezoning that had required a left-turn lane on Wrightsboro Road, deferring the matter to its July 1 meeting so county staff and the applicant can reconcile differing timelines for sewer infrastructure and a planned Georgia Department of Transportation roundabout.
Tyler Findley, representing the applicant, told the board he had not been aware of a multi-year GDOT project to build a roundabout at Baker Place and Wrightsboro Road and said that, given GDOT's schedule, the developer may instead need to construct a turn lane in the near term. “It seems like a turn lane is gonna be the answer here,” Findley said, adding the developer wants to start construction as soon as possible.
County staff and a commissioner raised a separate condition on the property that required the developer to extend sewer service to the site within two years of the rezoning approval in 2020. The applicant acknowledged sewer had not been run to the site and staff told the board that failure to meet the two-year condition does not automatically revert zoning to the prior classification; the county could initiate a rezoning process but it is not automatic.
Given those uncertainties, a commissioner moved to postpone the change-of-conditions request to the next Board of Commissioners meeting; the motion carried. Staff said they will work with the applicant on sewer plans and review how the GDOT roundabout affects the left-turn lane condition before the July 1 meeting.
During discussion, the applicant described previous engineering work on the site after soil conditions limited septic-based development and explained the project had been redesigned several times. Staff said conversations had occurred with county engineers about sewer capacity but the physical sewer service had not yet been installed.
The postponement leaves the earlier 2020 conditions in place until the board acts and gives county staff additional time to confirm whether county-initiated rezoning is appropriate if conditions remain unmet.
