Commission schedules bylaws review after meeting saw heated exchanges over procedure and attorney remarks

The Granite County Local Government Review Study Commission on April 17 agreed to review its bylaws at the next meeting after several members said an earlier meeting included personal attacks and an exchange with the county attorney that left some commissioners offended.

One commission member said the attorney’s comments at a prior meeting felt like a personal attack and that “I am committed to being on this committee, doing what I think that I'm empowered to do,” adding that the commission should not be blindsided and should establish clear procedure for public comment. Another member said they did not join to be in a confrontational environment and asked the commission to adopt rules that keep personalities out of public remarks.

The commission agreed to place a bylaws review on the May agenda and discussed specific items they want addressed, including written agendas delivered two weeks in advance, consistent public-comment time limits (3–5 minutes was discussed), and procedures for handling interruptions and attorney participation. Commissioners emphasized the need to balance allowing public input with keeping meetings focused and civil.

During unfinished-business discussion, members also agreed to change the standing meeting end time from 8 p.m. to 9 p.m. for regular sessions that are not public hearings. The commission confirmed its next meeting will be May 15, 2025, at 7 p.m.

Ending: The commission will review and propose bylaw amendments at the May 15 meeting and asked members to send suggested language in advance so a written agenda can be circulated two weeks before the meeting.
