Park County advertises bid for cardboard collection as recycling costs climb

The county's purchasing policy requires competitive bids for services that exceed $80,000. Staff told the board that parts and services for recycling this year ran about $70,000, putting the solicitation just over the threshold for formal procurement. Staff said they will present a recommendation to the county commissioners in June after bids are opened.
County staff advised the board the advertised scope mirrors current services and is open to any qualified bidder. Staff also said there appears to be only one local provider that can deliver the service in the immediate area, although outside bidders may respond. The board discussed how the final contract price will feed into the solid-waste budget and the rates residents pay.
Board member Tom Burns estimated the contract could rise 10% to 30% compared with last year, a range he said reflected uncertainty in hauling and processing costs. County staff said the final bid tally will determine how the county sets rates for the upcoming fiscal year.
Board members and staff discussed the particular cost pressure posed by cardboard, which charges more to manage because of its volume relative to weight. Staff noted the county's recycling cost structure and collection practice both affect how much the county will pay for cardboard removal.
No formal board action was taken; staff will bring bid results and a recommendation to the Park County Commission at its June meeting and include the figures in next year's budget planning.
