Commissioners say Study Commission appointment must follow advertised application process

The Granite County commissioners addressed a letter from Gary L. Snyder asking for an immediate appointment to the county Study Commission and for meetings to continue.

County staff told the board on May 20 that the commission must follow standard hiring and appointment procedures: the vacancy will be advertised in the county paper and on the county website for the required period, applicants must be registered voters and must file applications. Staff said Elena Gagliano, the person named in Mr. Snyder’s letter, had not yet submitted an application and therefore cannot be appointed until she applies and the advertised period closes.

Commissioners reiterated that the county must follow open-meeting and appointment rules. A commissioner reminded the group that a single person cannot schedule a commission meeting without a quorum, and staff warned that doing so could violate open-meeting rules.

The county clerk confirmed notices would run in the newspaper and online and staff would collect applications for the next meeting. Commissioners directed staff to follow the advertised process and to report back after the application period closed.
