Jennifer, a city staff member who presented the item, said the change reallocates EMA revenues to the street improvement and sewer improvement funds and represents an internal transfer rather than new revenue. "This will be a budget amendment," she said, explaining the money is moving from EMA revenues into capital improvement program funds.
A motion to approve the resolution passed unanimously, 7–0.
