Bourbon County adopts mission and vision, appoints parliamentarian, approves property abatement

Commissioner Milburn moved adoption of a mission statement he submitted and a vision statement submitted by Courtney Halsey; the board approved both by roll call. The adopted mission emphasizes stewardship of rural lifestyle and agricultural heritage while supporting responsible growth.
Commissioners also voted to appoint Katie Bowers as the board’s parliamentarian to assist with meeting procedure. Commissioner Greg Motley was separately named to convene and organize the newly formed budget advisory committee.
On staffing support, commissioners discussed and ultimately approved signing an updated contract with Dr. Cohen of HR Solutions (identified in discussion as Dr. Cohen/Dr. Collins in earlier drafts). Commissioners said one disputed contract clause (item 7 in the earlier draft) was removed after counsel review; the board approved the revised contract and authorized the chair to sign.
The board discussed a proposed office-restructuring plan submitted by county staff but decided to delay changes. A motion to cancel the immediate restructuring effort for now passed, with commissioners saying they would revisit the issue later in the year once additional commissioners are seated.
In a separate action under state statute, commissioners approved a property disaster-relief abatement for Dwayne and Tanya Glassock at 1726 Buckeye Road, accepting emailed photographs as proof of damage. The board signed the abatement paperwork by vote.
The board also entered two brief executive sessions to discuss non-elected personnel matters under KSA 75-4319(b)(1) and returned with no action reported.
