School board reviews revised strategic plan; staff to deliver implementation plans and live dashboard

Salt Lake City School District staff presented proposed revisions to the district strategic plan Tuesday, emphasizing a reorganization of goals, a separation of operational actions from high-level metrics, and a plan to provide a live dashboard of baseline data.

Dr. Graham, staff lead on the plan presentation, told the board the updated document condenses objectives and aims to make goals and metrics easier to monitor. “We broke apart the operational aspects in terms of the actions we're gonna take for each of the goals over the next few years, from the goals and the metrics themselves,” he said.

Board members repeatedly requested concrete implementation plans and baselines for the targets. Board member Ashley Anderson said she could not evaluate several of the large-percentage targets without implementation detail and baseline data: “When I'm reading the plan, I don't have a good baseline of what is happening in the school district now,” Anderson said. The board also pressed for clearer timelines on some items (for example, training administrators on the district’s threat assessment protocol, referred to as C-Stack), and asked staff to prioritize certain items for earlier completion.

Staff said they are preparing a live dashboard showing 2024 baselines and progress updates and expect to provide implementation examples before the next board meeting; the district will additionally provide implementation plans from goal owners and consider how to disaggregate data (for example, by special-education or income subgroup) so the plan tracks progress for students who are most at risk. The Salt Lake Education Foundation and contractor Y2 Analytics were cited in discussion about community surveys and baseline work.

No formal vote was taken; the board directed staff to return with implementation plans, a dashboard and clearer benchmarking and to continue quarterly pillar updates and progress reports.
