Council approves midyear budget adjustments; members ask for insurance and HUD program details

The Decatur City Council approved the FY2025 midyear budget adjustments that included several line-item changes and the addition of a vehicle for the animal shelter.

Staff explained the midyear process is used to reconcile estimates with actual spending and that the insurance line item in the miscellaneous budget needed an adjustment. A councilmember asked about the $400,000 insurance increase and whether staff could explain what necessitated it; staff said insurance costs had risen generally and that the line item was a catch-all based on prior-year estimates, and staff offered to provide the precise total budget for that line to the council.

During the same agenda item the council reviewed the Community Development CAPER (Consolidated Annual Performance and Evaluation Report) submissions to HUD. A councilmember asked how many Hispanic residents were beneficiaries in a target area; staff replied the answer was "no" when asked, then later said the recorded number from the briefing was 1 out of 21 participants, noting low representation in that target area.

Other adjustments noted in the packet included a vehicle with a kennel for the animal shelter and $77,000 listed for adverse weather costs at Wilson Morgan Park; councilmembers requested more specific explanations for those line items.

The council moved and approved the resolution by roll call (recorded in minutes). Staff said midyear adjustments are intended to align the budget with actual costs and that the city is relatively conservative in original estimates.
