Codington County approves access to state Odyssey court system for community service staff

Codington County commissioners on Tuesday approved a contract that will give the county's community service office read-only access to the Unified Judicial System's Odyssey court management database.
The contract, presented by Angie Colignon of the community service office, will allow staff to view public criminal cases and associated bond conditions, court schedules and related public information before the courthouse opens, Colignon told the board. "They have agreed ... to allow us to have access to criminal cases," she said, adding the access is intended to speed paperwork for bond hearings and pretrial services.
The board voted on the item after a motion by Commissioner Gable and a second by Commissioner McElhaney; the motion carried on a voice vote. County staff said the contract will be signed electronically if approved.
Colignon said the county will not be providing data back to the Unified Judicial System but will use the access to read public records needed for bond paperwork and schedules. She described the access as consistent with practice in other counties and said the county will use the information to complete the county's required documents for courts and attorneys.
The board did not discuss any fees during the meeting; Colignon characterized the arrangement as routine for counties that need early access for morning bond work. She also noted that UJS may require an electronic signature to finalize the contract.
The action was taken during the consent/regular business portion of the June 17 meeting.
