The Planning Board continued completeness review and scheduled a public hearing for a preliminary subdivision at 61 Cascade Road (Map 48, Lot 5 and Lot 7) to the July 15 meeting after the applicant agreed to provide a concept plan demonstrating how Lot A could meet subdivision standards.
Applicant consultant Jason Vafiata (Centlionic Resource Consultants) and planner Emily Cole Prescott told the board the prior waiver requests can largely be removed if the applicant submits a concept showing how the lots could meet required standards (parking, sidewalks, hydrants, monuments, landscaping) without committing the developer to full site‑plan design at this stage. The proposal will show conceptual utilities and landscape elements sufficient to demonstrate compliance; the final site plan for any developed lot will return to the board.
Attorney Sandy Gay, representing Cumberland Farms, flagged a potential recorded access easement that runs through the driveway area proposed for development. Gay asked the applicant and staff to resolve the easement location and coordination with Cumberland Farms’ real‑estate team; staff said the easement had been noted and would be addressed in the updated submission.
Board members and staff recommended the applicant show a conceptual sidewalk and funding approach (an escrow or impact fund to construct frontage sidewalk when the neighboring Cumberland Farms parcel is built), and ensure sewer design or connections are coordinated with the adjoining site plan and peer reviews. The board voted unanimously to continue application completeness review and to schedule a public hearing for July 15 so the revised materials can be noticed and circulated.
