Albany County commissioners finalized the county’s 1% direct-aid/community-partner allocations during a working session, approving funding levels for multiple nonprofits and placing remaining funds in a reserve for allocation later in the fiscal year.
Kayla (staff member) presented the compiled allocations and explained the spreadsheet and averaging method used to produce a target distribution. Commissioners discussed allocation philosophies — spreading dollars widely versus funding larger requests — and several commissioners said they prefer spreading limited funds so no applicant receives trivial amounts.
Commissioners agreed to a $7,500 award for the downtown clinic after discussion and confirmed that the remaining unallocated portion of the 1% pool will be held in a reserve for potential requests later in the year. Kayla said executed agreements will be prepared earlier in the fiscal year than in prior years to allow for reimbursements before December; "we will not make any decisions on that reserve account without your approval," Kayla said.
Commissioners also discussed whether organizations that miss submission deadlines should remain eligible; staff said the program is new and board discretion applies. Several members noted the nonprofit sector’s cash fragility and said keeping a modest reserve was prudent.
The staff said they will finalize award agreements and bring them to the July meeting for execution; organizations may request reimbursements once agreements are executed.
