The board voted to approve service-area budget amendments (referred to in the meeting as resolution 25-46). Staff explained the amendments reallocated spending authority within functions to cover items including sheriff office salaries, inmate acute care, IT software and hardware, courts legal fees, animal care, recorder training, postage and unemployment. The motion to approve the service-area amendments passed on a roll-call vote recorded as Tippett, aye; Seaman, aye; Bowles (Bull's) aye.
On liquor licenses, the board approved an application for an Iowa alcohol license for Casino Farms (renewal/amendment effective August 6, 2025) and an application for Watkins Community Athletic Association; votes were recorded as Tippett, Thiemann, Bowles (Casino Farms) and Tippett, "Name an" aye, Wolves aye (Watkins). Board members confirmed insurance and annual renewal status before voting.
The board unanimously approved two fireworks-permit applications for dates in July and August 2025, subject to approval by the Vinton fire chief and a restriction that events may not proceed during an active burn ban. The motion identified the first permit date as July 12, 2025, and the second as testing on Aug. 22, 2025 and a display for a BoomTown event on Aug. 23, 2025, with display times limited to 10 p.m.
A reimbursement described as a "lost gift" to the Bell Plain Area Ambulance was approved after some initial confusion about the amount. One board member moved to approve "the lost gift" and at first referenced $53,000; later the motion referenced $15,755.30. The motion passed on a roll-call vote recorded Tippett, aye; Seaman, aye; Rules, aye. Staff said the ambulance service had been reimbursed and was paid in full.
The board also approved resolution 25-47, certifying deputy salaries for the upcoming fiscal year. The certification passed with a recorded vote of Tippett, aye; Seaman, aye; Bowles, aye.
Staff noted several items will return in August (including a liquor license name change), and that details and documentation (insurance certificates, amendments) were in the meeting packet for the board's review.
