Council briefed on proposed administrative increase for refuse/recycling non-ad valorem fee

Village Manager Jeremy Allen told council the refuse and recycling enterprise is part of the tax bill in Tequesta and that the village loses revenue when taxpayers pay early and receive a 5% discount. To offset an estimated annual revenue loss of about 3%, staff proposed a 3.5% administrative surcharge on top of user fees. "With that increase of the additional 3 and a half percent, you will see that our balance is estimated end of 26 to be 16,000," Allen said, describing the fund returning to a small positive balance. A council member asked whether staff could revisit options previously discussed in November that phased recovery charges over time; Allen said staff would pull those options back for the July workshop. A councilor clarified the staff's per-household estimate: the manager said the 3.5% administrative charge would work out to about $11 per year per household.
Why it matters: the non-ad valorem fee funds refuse and recycling operations and any administrative surcharge affects household bills. Council asked staff to present alternative phasing scenarios and the November options again before setting non-ad valorem rates in July.
