Council approves restroom project resolution; staff to remove abandoned trailer as separate utility bid option

The Town Council unanimously approved Resolution 52‑25 on June 17 to permit construction of a public restroom facility at the south end of a town park. Council members who pulled the item asked detailed questions about signage, lighting and an abandoned trailer on a nearby parcel.
John Sickler, planning and zoning, testified under oath that “the intentions are to remove the trailer” and that the utilities department will coordinate with parks and recreation on its removal. Sickler explained the trailer removal was not included in the resolution’s site‑work because the trailer removal is outside the utility improvement site area and the utilities work is funded from an enterprise fund; administrators nevertheless committed to removing the trailer and to including trailer removal as an add option in the utilities department’s bid documents so the town can price the work competitively.
Councilors pressed for assurances about wayfinding and safety. Staff said wayfinding signage will be provided and that the proposed restroom includes lighting; lighting must comply with town lighting regulations and the facility would be locked when there is no programming. Staff also noted the parcel with the restroom was acquired in 2011 as part of a settlement agreement and had not previously been improved for park facilities; broader park master plan updates may identify future improvements for the park’s south end.
A motion to approve Resolution 52‑25 passed unanimously. Council discussion and staff answers clarified that trailer removal likely would be funded from parks capital improvement funds (RCIP) if needed, and that the utilities department will solicit an add‑option price in its bid packages to address the trailer removal efficiently.
