Board presses staff for timeline on Cooper Orbit/Canis Road signal project; right‑of‑way abandonment raises expansion concerns

Vice Mayor Wyatt highlighted a long‑awaited traffic signal for Cooper Orbit and Canis Road, saying the neighborhood has waited about two and a half years and urging the board to approve the project.
Manish, a city staff member, told the board that if the board approves the item the city will finalize and sign the contract, send it to the city attorney, and then begin construction. “So as soon as the board, approves this, we'll sign a contract. ... once the contracts are in place, we'll go into construction,” Manish said. He also said the city has already ordered signal equipment because of known supply delays and that staff will provide an exact timeline to the board.
Vice Mayor Wyatt and other board members discussed funding; the board said the cost was split three ways among Pulaski County, the city and a developer. The funding split was described by board members as a partnership among the county, city and developer.
Separately, Director Hines raised questions about a separate agenda item to abandon 7,830 square feet of right‑of‑way on Canis Road from Adkins to Trumpler. Hines said the corridor has planned future expansion and asked, “I wanna make sure we're not giving up something we're gonna try to go back and condemn later.” Brad, a staff presenter, said the adjacent owner is Broadway Fairfield, Inc., with Joe White and Associates as agent; the request was made by Joe White.
No votes were taken on either item during the June 10 meeting. Staff committed to return with a project timeline for the signalization project and to provide further information about the right‑of‑way abandonment and the applicant’s rationale.
