The North Little Rock City Council voted to approve a special-use permit allowing auto sales at 4314 East Broadway and adopted an amendment setting Saturday hours at 9 a.m. to noon while keeping an allowable 8 a.m. to 6 p.m. time window.
Jayden Brown, identifying himself as "Jayden Brown from Legacy Automotive," told the council he plans initial hours of 9 a.m. to 5 p.m. Monday through Friday and ‘‘9AM to 12PM’’ on Saturdays. The council amended the ordinance to specify Saturday hours as 9 a.m. to noon and discussed retaining an 8 a.m. to 6 p.m. window for zoning purposes.
Council members and staff reviewed several operational details and conditions. Council member Robinson told Brown that a neighboring property owner ‘‘has a listing of all the conditions’’ and admonished him to follow those conditions. City staff and the city attorney discussed how the property’s sign must meet local rules and how state requirements interact with city policy: the city attorney said, unless state law directly conflicts with city law, staff would interpret the two together and ‘‘give effect to both laws.’’ Staff noted that state guidance requires ‘‘a sign on the property or a sign affixed to the building,’’ while city policy prefers a monument sign or a building‑affixed sign.
Council members clarified that Brown is limited to displaying up to 12 vehicles, that he currently holds a business license for internet sales (an office), and that bringing on‑site retail sales triggered additional permitting and state oversight. Staff said the city would not advise Brown to change the sign until council approval was final so he would not incur expenses if the request were denied; if approved, staff will work with him to bring signage into compliance.
The council adopted an amendment to Section 2 to change ‘‘Saturday by appointment only’’ to ‘‘Saturday 9 a.m. to 12 p.m.,’’ and then voted to adopt the ordinance as amended. The roll-call vote recorded the following yes votes: Ross, Hamilton, Hart, Robinson, Baxter, Harris, Fowler, Insilaco. The ordinance passed on first reading with the emergency clause also approved.
