Planning Commission approves rezoning at 1 Laura Lane to allow duplexes

The Conway Planning Commission voted to rezone 1 Laura Lane from R-1 to R-2, clearing the way for up to two duplexes on the platted lot in the Countrywood Edition subdivision.

The change, approved by the commission at the meeting, would permit a developer to remove the existing house and replace it with duplex construction consistent with surrounding duplex and single-family development. Staff noted any extensions of utilities would require coordination with Conway Corporation.

Planning staff member Lauren (first name only in the record) told commissioners the request is “the same request as last month” after the item was tabled in April because the applicant was absent. Lauren also noted that, if the applicant’s intent is to build duplexes, “you would be able to put no more than 2 duplexes on that site.”

Applicant Ellie Bridal, a local realtor and property manager, said the existing home was built in 1947 and “does need some repairs,” describing structural issues (rotted joists and a brick fireplace causing flooring problems) and saying a modern duplex would “bring up the value of the area.” Bridal said the proposal is intended to be consistent with nearby renovated properties developed by the Massey Group and Central Arkansas Construction.

There were no speakers in opposition. A commission member moved to approve the rezoning; the motion was seconded and approved with the vote recorded as “all in favor.” The transcript does not specify which commissioners made or seconded the motion or the numerical vote tally.

The commission opened the meeting noting items on this agenda could be considered by City Council as early as 05/27/2025. The approval means the applicant will next proceed through site development review and any utility coordination required by Conway Corporation.
