The Springdale City Council approved several finance‑committee recommendations involving right‑of‑way, property acquisition and construction contracts.
Council agreed to concur with an Arkansas State Highway and Transportation Department (ARDOT) acquisition of a right‑of‑way across property owned by the Springdale Water and Sewer Commission; meeting minutes show the city council’s concurrence and recorded vote carried unanimously.
On the Jean George Boulevard extension (Elm Springs Road to County Line Road, project 23BPS4), the council authorized an additional $10,000 in compensation to the Grahams after negotiations. Ernest, the city attorney, said the initial city offer had been $43,600 and the property owner’s counteroffer was $53,600; the resolution authorized the increased payment to reach agreement for right‑of‑way acquisition.
The council also authorized the construction contract for the Watkins Avenue Improvements (project 18BPS15). Staff said there were three responsive bidders and Henry Sapp & Sons was the lowest responsive bidder at $4,700,000. City staff said about $2,600,000 remained in the 2018 bond funds and the balance of the contract would come from 2023 bond funds. The council approved the award on the staff recommendation; recorded votes on these finance items carried 7‑0.
Finally, the council authorized payment of an invoice for the Spring Hill Senior Center from 2023 bond funds; that vote also carried unanimously. The meeting record shows no public objections during the votes and staff noted that required notices and statutory procedures had been followed for property and right‑of‑way items.
