The Government Operations & Regulations Meetings body approved new pay plans for Metro general employees, Metropolitan Police and Fire and the Metro Board of Health, effective July 1, 2025, after votes on amendments during its Tuesday meeting.
The measures — Resolution RS20251258 (general employees), RS20251259 (Police and Fire) and RS20251260 (Board of Health) — were moved, amended where noted and approved on voice votes or roll call as recorded during the meeting. The general-employee plan as presented excludes employees of the Board of Health, Board of Education, Police and Fire.
During debate on RS20251258, a member said they would oppose one proposed change, arguing fiscal restraint. “I will oppose. We need to be, keeping the budget I think that's gonna pass tonight in this Porterfield's budget. I appreciate, Steve Johnston trying to increase it another half percent, but, I think we need to stay within the bounds of of the the budget,” the member said during discussion.
Amendment 1 to RS20251258 passed, recorded as 7 in favor and 0 against. The body then took further amendment and final votes on each pay-plan resolution; amendments to RS20251259 and RS20251260 were moved and approved during the meeting. Final motions for the bills as amended were moved, seconded and approved with affirmative voice votes recorded.
The resolutions set the effective date for the new pay plans as July 1, 2025, and were processed with motions, seconds and recorded votes as part of the meeting's consideration of pay and personnel items.
The discussion included at least one explicit expression of concern about keeping increases within the budget envelope; no additional fiscal projections, specific percentage changes to base pay beyond the referenced amendment proposals, or cost estimates for the implemented plans were provided during the recorded discussion.
