Committee clears late-file library appropriation and grant amendments to sustain summer afterschool programs

Committee chair Toons read a Library memorandum saying the appropriation and related contract amendments are urgent because many NAZA-funded programs run year-round and the contracting process for the next fiscal year must be in place by July 1 to avoid disruption to summer services. The memorandum says expeditious funding for the summer period is necessary so NAZA partners can operate continuous programming for youth.
The committee voted to suspend Council Rule 13 and later approved an amendment to grant contracts with various nonprofits to continue NAZA-funded programming; the committee recorded the final contract-amendment approval vote as eight in favor, zero opposed and zero not voting.
The committee did not debate the individual grant recipients or the allocation breakdown during the brief record read into the packet; the Library memorandum included additional detail in the Council packet. The committee’s action was procedural to permit Council review and final appropriation and contract execution.
