Streetscape design complete; easement and parking access still unresolved, EDC told

Representatives from WGA told the Montgomery Economic Development Corporation that the design work for the downtown streetscape is largely complete, but negotiations with a private property owner over parking access and easement language remain unresolved.

WGA senior Zachary Jones said designers have finished the street portion of the work and provided cost estimates for the public improvements. "From my understanding, it would be just the portion that we need access for the property," Jones said, describing a proposal for limited access to the northern portion of a privately owned parking lot for event parking. Jones said next steps include finalizing layout and costs and coordinating easement documentation with property owners.

Board members pressed for clarity on the extent of pavement work and long-term access. Board member Casey Olson said the existing lot "is in very bad shape" and asked whether an overlay would suffice or whether full removal and replacement would be required; Jones said that condition would be considered in cost estimates. The board discussed securing a legal agreement that would protect public access to the parking area "even if the property sells," and asked staff to have the city attorney (Alan) review what a perpetual access agreement would look like.

Jones said the design includes raised decks on the west side of McAllen Street and that finalizing costs and easement maintenance responsibilities remains outstanding. Board members asked for a presentation of finalized plans and costs at the next meeting. The board also clarified that WGA was not responsible for wayfinding signage; that remains pending with TxDOT and staff follow-up.
