Pataskala City Council opened a public hearing on a request to rezone property at 6500 Taylor Road (Parcel 063-142002-01.001), about 0.72 acre, from M-1 (light manufacturing) to PRO (Professional Research Office) to allow office-type uses, including a proposed home health care agency.
City staff said the property contains a roughly 5,500-square-foot office building, a parking area of about 6,000 square feet that can accommodate 21 cars, and a small fenced area at the rear. Scott (city staff member) said the rezoning request aligns with the 2021 comprehensive plan update, which now recommends office uses on the property’s future land use map and would remove the need for repeated use variances that had been pursued previously.
Scott (city staff member) said, "Their intent with this rezoning is to establish a home health care agency." He also noted that the property had been granted use variances in the past, including one in 2022 for a game store and event space and one in 2015 for a daycare, both of which were not permitted under the M-1 district. Scott added that surrounding parcels remain zoned for light manufacturing and show industrial uses.
The staff presentation explained that the rezoning is a straight rezoning request to a currently established zoning district and that no site changes are proposed at this time; any future changes would be required to meet the zoning code. When asked about buffering or additional plantings, Scott (city staff member) said none would be required under the proposed PRO zoning. On parking, Scott said the existing 21 on-site spaces meet the requirement for the building’s square footage; auxiliary off-site parking was discussed in the presentation but is not required to meet current code.
Robert DiCuccio, identifying himself as the applicant’s representative, gave his name and Columbus address and said he was present to answer questions. "I'm just here, on behalf of the owner, to answer any questions," DiCuccio said.
No members of the public spoke in opposition or in favor during the hearing. After the presentation and the applicant's brief remarks, the council closed public comment and later moved to adjourn without recording a formal vote on the rezoning request during that meeting.
The council did record a procedural motion to adjourn at the end of the session. That motion was moved by Andy and seconded by Epperson and carried on an affirmative voice vote by the members present.
If the rezoning is scheduled for a subsequent meeting, any formal action, conditions, or amendments to the request would appear in the later meeting record and ordinance language.
