The Newberg City Council unanimously approved the city’s third supplemental budget for the fiscal year, making targeted adjustments across general, utility and capital funds to cover insurance recoveries, planned vehicle and equipment purchases, and transfers.
Finance staff summarized the package as $345,364 in total adjustments across funds. Highlights included moving accumulated economic development business-license revenue into the General Fund (approximately $170,000) to align responsibility for economic development work with current staff; recognition of an insurance reimbursement (about $152,000) for prior city hall flood repairs; and targeted capital outlays in the utility funds for vehicles and equipment.
Specific capital purchases discussed included a Vactor truck (shared across wastewater, water and stormwater funds), a John Deere tractor (water and wastewater), a continuous chain truck for utility maintenance, a Freightliner hook truck, and smaller equipment such as a skid steer and LeafVac. Staff said some vehicle purchases were funded from assigned contingency balances.
Council also approved an adjustment to administrative services appropriations to cover additional legal and prosecutorial hours and temporary staffing needs. Staff noted that approximately 86% of utility customers pay electronically, contributing to processing fees staff will continue to manage.
Council adopted Resolution 2025-3975 to enact the adjustments; the motion passed on a unanimous vote.
